Seven resolutions were passed on the floor of the Department of Minnesota convention in Bloomington in July. In all, 19 resolutions had been submitted through the districts or through committees. Resolutions 2,
5, 7, 11, 14 and 16 were all combined into one resolution that was first rejected by the Finance Committee. The resolution called for the Department Headquarters to stop charging fees for administering various
Legion programs. When it was brought to the floor as part of the Finance report, delegate Al Davis asked that the resolution be set aside for consideration by the entire convention. Delegates Lloyd Ricker and
Dennis Henkemeyer then moved approval of Resolution 2. Several Legionnaires spoke favoring the resolution, wondering why Legion programs were being charged fees by the Legion for administration. Delegate Bill
Johnson asked what the fees were and was told that Legionville was charged about $22,000 a year and other programs, such as Boys State and Brain Science, were charged about $2,000 each year. The revenue to the
Department was about $30,000 a year total. The resolution passed by a voice vote with only a handful voting against it. Other resolutions passed on the floor included: -- A committee consisting of the
Department Commander, Department Adjutant, the five Vice Commanders shall administer the Minnesota Emergency Relief Fund applications. -- Recommending to the national organization that the Legion Baseball World
Series and the National Convention would no longer be linked together, and that the World Series would be played two weeks earlier. This resolution may make Minnesota's potential bid for the 2011 World Series null
and void at this time. -- A fundraising effort for Legionville was called for. -- A resolution will be sent to the National Convention calling for change in the wording of a quote on the national World War II
Memorial by Franklin D. Roosevelt. -- Two resolutions that came out of the Rehabilitation Committee will be sent along to National. They include: Calling for the federal VA to build a VA facility on the grounds
of the VA Medical Center in Minneapolis to provide more space. The second resolution called for The federal VA to change its rules to allow World War II veterans the same benefits as were previously provided for
World War I and Spanish-American War veterans. --A resolution on Project New Hope, an organization that provides quiet, healing retreats for combat veterans and their families, was sent to the Finance Committee
for further consideration. - A resolution on establishing a new education committee in the Department was passed by the Executive Committee. It was sent to the Finance Committee for further study.
